Health Care Spending in the Texas State Budget
Texas budgeted $27 billion dollars in health care spending for the 2008-2009 biennium, of which 42.6 percent comes from State Funds and 48.4 percent comes from Federal Funds (9 percent comes from “Other Funds”). The breakdown of this spending can be seen in the table below which presents a listing from the 2008-2009 State Budget (p. IX-48 of the Conference Committee Version of HB 1) of how health care spending will be allocated. It is important to note that while Medicaid and the Children’s Health Insurance Program (CHIP) are often referred to as the main sources of state health spending, a large proportion also goes towards health care plans for state employees, university students, prisoners, and a number of other recipients of state-mandated health insurance. At the local level we also pay taxes that go towards our health districts, health care for local public employees such as teachers and other school district employees, as well as the County Indigent Health Program.
