The November 6 ballot includes bond issues for several new and existing state programs, including parks, new prison construction, student financial aid. The ballot also includes a proposed bond issue to create and fund the Cancer Prevention and Research Institute of Texas.

The ballot includes a proposed constitutional amendment requiring that both houses of the legislature take record votes on final passage of non-ceremonial legislation and provide for public access on the Internet to those record votes.

Two ballot measures address property tax fairness. Proposition 9 would provide expand and improve property tax exemptions totally disabled veterans. Proposition 3 would ensure that the taxable value of a home could not increase by more than 10% per year, even if its market value had increased by more than that amount since its value was last set by the local appraisal district.  According to analysis by the Center for Public Policy Priorities, homeowners whose property is appraised annually are already covered by this limit but the proposition is necessary to ensure that rural homeowners, whose property is appraised only every two or three years, receive the same protection.
