Should advocates testify at LAR hearings?

Advocacy groups are trying to be much more plugged into the LAR process than in years past. Are we clear if advocates are supposed to actually provide testimony at the hearings, or is it better to get questions to legislators and ask them to pose those questions at the hearing?
