Gov. Perry Signs Wrongful Conviction Bill

HB 1736 by Rep. Anchia was signed into law on May 27th. The bill will increase the amount of compensation to individuals who have been wrongfully convicted of a crime.

What's Happening in the House?

With a only week left in the 81st legislative session, bills should be flying out of the House and Senate, but since May 22, there has been a massive slow-down in the House of Representatives. What’s going on?

In short, Democrats are using a legislative strategy called “chubbing”—excessive questioning and offering of amendments on non-controversial bills—to slow the legislative process so that they can avoid a debate on the contentious Voter-ID Bill (SB 362).

Smoke Free Texas Placed on Senate Intent for May 19th

Smoke Free Texas (SB 544), a bill designed to protect employees from second-hand smoke, would prohibit smoking in most public places. Second-hand smoke kills 53,000 Americans every year and increases healthcare costs for smokers and non-smokers alike.

The bill has already passed out of the Senate Health and Human Services Committee and is scheduled to be laid out for consideration on the Senate floor on May 19th. Please call your Senator and tell him or her that you support SB 544.

Innocence Commission (HB 498) Passes the House

CHIP Buy-in Program Passes House after 12-Month Children's Medicaid Coverage is Removed

Rep. Coleman's children's health bill (HB 2962) passed through the House today with an 87-55 vote.

HB 2962 is similar to SB 841 by Sen. Averitt, which Texas Impact has supported this session. It creates a monthly premium-based CHIP program for families making 200 to 300% of the federal poverty level (FPL) and allows families at 300- 400% FPL who have lost funding to buy into the program.

Timothy Cole Bill (HB 498) Passes to Third Reading

Rep. McClendon’s HB 498 came one step closer to becoming law on Thursday evening as it passed to third reading in the Texas House. HB 498 establishes an Innocence Commission, which would investigate and work to prevent wrongful convictions in Texas. The commission, composed of lawyers and academics, would release an annual report detailing its findings, recommendations, and any proposed legislation.

Children's Health Bill (HB 2962) Passes To Third Reading

Texas lawmakers took a step toward improving funding for children’s health insurance on Thursday night with the passage to HB 2962 on second reading with a vote of 80-63. The bill will have a third reading on Friday and – if passed-- will move to the Senate.

HB 1736: Headed to Gov. Perry's Office

HB 1736, which would compensate those who have been wrongfully imprisoned, has passed through both the House and the Senate. The House concurred on a Senate amendment this morning, so the bill is now headed to Gov. Perry's Office to be signed.

Breaking News: Senate Passes Budget

The Texas Senate passed its version of the 2010- 2011 state budget with a vote of 26- 5 this evening. Democratic Senators Wendy Davis of Fort Worth, Rodney Ellis of Houston, Mario Gallegos of Houston, Eliot Shapleigh of El Paso and Kirk Watson of Austin voted no on the bill.

The Senate’s budget must still be reconciled with the House version of the budget that is expected to emerge from the House Appropriations Committee next week.
